So i know a guy who kows a guy, who is seling cheap iphone 5 witch is stuck in could activation.
So i assumed that he dont know the id and password and dont know where to get one or forget himself.
My question is : Will i be able to buy that phone and fix her up to use for myself.

No, you can't bypass the iCloud activation. You should also be weary about someone selling the device cheap as it could be stolen.
