Restore iPhone 4 problem

Restore iPhone 4 problem it just hangs in the rotating symbol .. I can push power and home to return to normal. Need to restore while staying 7.0.4 un jailbroken then re jail break with latest jailbreak to fix Cydia .. Any ideas ? Thanks
