Restore: "Device isn't eligible for requested build."

Hey guys,
I stuck. The error message is nothing new and came up hundred of times on google already. I have tried all suggested and none of the solution worked for me.

I "cleaned" the host file, tried it in DFU mode...I still get the same error message after the ipsw got extracted.
"Your iPad could not be restored. This device isn't eligible for requested build".
The facts: iPad Mini on jailbreaked 6.1.2.
Targeted ipsw: iOS 7.0.6. (also tried it with 7.0.4)
I think iTunes still checks if the downloaded ipsw is signed with Apple and returns this error message. Host file is clean. Computer restarted multiple times. Device in DFU mode and not. It just doesn't work.
Does someone have any suggestion how to upgrade and restore?
