How do I update to ios 7 avoiding 7.1

My iPhone 4S is currently on ios 6.1 and I want yo upgrade to ios 7 but want to avoid 7.1 so I can jailbreak. iTunes keeps on giving me the good ol 3194 error no matter what I try! anyone got any ideas on how can can accomplish this??
