Does anyone know any software or person that can recover every single text ever on an iphone even if it has been deleted?

The only way is if they were backed up on an iCloud backup...you'd need to restore whichever backup they were on to the phone.

No, iCloud backup can only restore full files so you can not recover a single file. You can use Dr.Fone for ios here.
