Can i update my ipad from ios 5.1.1 to 7.0.6 ?

My ipad is on ios 5.1.1 and i want to update it to ios 7.0.6 or 7.0.4 any update have a jailbreak is there any way to do that ?????
And can it work on iphone 4s in ios 6.1.2 too

It is not possible to update to iOS 7.0.6 or any versions prior to iOS 7.1.1 currently as Apple has stopped signing older firmware files.
