I have a backup on my pc with ios6 installed. I haven't made any backup after installing ios7. Can i somehow downgrade to ios6?

It is possible to downgrade only iPhone 4 if you've iOS 6.x SHSH blobs. You can check this post for more details:

I want to ask that,
If i restore my ipad to that previous back up, then, would only my data would be restored or my ios would also be restored.
Basically, i want to jailbreak my ipad running on ios7.1 -

Yes it would only restore the data. There is currently no way to jailbreak iOS 7.1 or iOS 7.1.1.
