Seems like a hoax. Firstly, Dev team hasn't released such a version. If it was then there would have been a link here:

Secondly, Reds0w hasn't been updated for iOS 7 so it allowing you to bypass activation lock is a little far fetched.
And if it worked with this so called Redsn0w 0.9.7rc1 then it would have worked with future versions as well.
It could be a scam, so you should be careful you don't download a file which is Redsn0w 0.9.7rc1. -

Guys, I have an Iphone 5s that is locked to a network ( T mobile Uk ) that ive been trying to unlock. I've got to the point I will need the mail password of the former owner and I cant do nothing. Nd I cant get in touch with the previous owner. Any ideas how to go passed this ??
