not everyone upgraded because they wanted to.
some people got error-faults with thier iphone and had to restore and since apple stop signing 3.1.2 the was no choice but to restore to 3.1.3
or
some people got iphones with 3.1.3 already installed.

I just rolled mine back to 3.1.2, if any of you have got shsh's stored from a previous jailbreak it's well worth a try :)

should release the Jailbreak for fw 3.1.3 baseband 05.12.01 baseband,!!!!! the can not jailbreak 3.1.3 noobs

theth is not problem if they JB 4.0 I will upgrade to 4.0 from 3.13 and will JB my iphone but it will be soon Ihope :)
