If you have jailbroken your iPhone then you can already use Ultrasn0w 9.3 which unlocks baseband included in iPhone OS 3.1.3:

So far, iPhone 3GS 3.1.3 05.12.01 is not jailbreakable, hence unlock tool is not applicable?

Dev team had warned users from updating to iOS 4 until they test their tools with all devices. Not sure where you read there was nothing to worry.
Anyways, hopefully they come out with something when iPhone 4 is released. -

And they said upgrading your baseband will be ok. Not upgrading to the new apple io4.... Your baseband is a different piece. I am sure in time they will come up with a fix for the other currently unsupported systems.
